The United States House of Representatives recreates the chamber of the American legislature originally conceived to reflect closely the popular will of the people.

Delegates will each research and take on the persona of one of the current members of the United States House of Representatives. Delegates will reflect the current balance of power between the Democratic and Republican parties.

The committee will consider bills rather than resolutions, covering a range of American domestic and foreign policy issues. The bills will be drafted by the Secretariat, but individual delegates will take the role of bill sponsors with responsibility for ensuring the passage of the bill through the House.

Amongst the issues covered by this year’s bills are Congressional term limits, the voting rights of incarcerated people, ownership of big cats, presidential war powers and the service of transgender people in the armed forces. The simulation covers several topics relevant to A-level Government & Politics specifications.

Overview of the Simulation

The conference will begin with the oath of office and a briefing from the Secretariat.

The order that bills are debated will be determined during online Party Caucuses and polls before the conference, and alternate between Republican and Democratic choices. Unlike the Senate, each bill will be given a specific period of floor time for debate.

For the first two sessions, the House of Representatives will meet in two smaller standing committees before assembling in full session for the remainder of the conference.

The committees are:

House Committee A (covering the Armed Services, Foreign Relations and the Judiciary)

House Committee B (covering Health, Education, Labor, Energy & Commerce)

Members of Congress will choose which committee they would like to sit in before the conference.

The House will use its own rules of procedure. Each Member of Congress will be represented by a single delegate.

Who would this committee suit?

No prior experience is required to participate in the House of Representative. It would suit delegates who are beginners or who are younger. Experienced delegates or confident Sixth Formers may prefer to try the Senate.
